Ensuring affluence, comfort, and "safety," "security," and "stability," including in the transportation business that is the foundation of our business, are the source of the trust our customers place in us. We believe that maintaining and improving the health of our employees and their families is a pillar that guarantees this trust, and ultimately, it will improve the living environment of our customers who live along areas served by Tokyu’s railway lines.
Our founder, Mr. Keita Goto, once said, "The dividing line between a person's success and failure is first health. Next are passion and sincerity. If you have physical strength, passion, and sincerity, you will surely succeed."* The idea that health is essential has been passed down since the company was founded.
With this in mind, we will continue to work to create an environment where diverse human resources can work with enthusiasm by maintaining a good working environment where employees can work safely and with enthusiasm, ensuring the occupational health and safety of employees, supporting the maintenance and improvement of their health, and proactively taking measures to mitigate adverse effects.We will also request that important stakeholders involved in our group's business, including contractors, thoroughly ensure the safety and health of their employees.

Health Declaration

Based on Tokyu Group 's Mission Statement (We shall strive to create beautiful living environments, in which each person can pursue individual happiness in a harmonious society), this policy was established on February 1, 2016 to promote management that pursues "health," which is essential to achieving this philosophy.

Health and Safety Impact Reduction Policy

We believe that creating a comfortable and easy-to-work environment to reduce the impact on health and safety, and ensuring that each employee is able to work healthily, cheerfully, and energetically without incident, is the first step toward ensuring safety and providing thoughtful service to our customers. To this end, we provide one-stop health management services for employees, including regular health checkups (twice a year), guidance and health consultations from full-time industrial physicians and public health nurses, and medical services at Tokyu Hospital. We aim to support employees' mental and physical health, happiness, and challenges and growth, and to improve job satisfaction and the work environment, thereby enhancing corporate value both inside and outside the company. To this end, we are focusing on mental health measures, lifestyle and exercise measures, improving health literacy, and cancer prevention measures as key measures.
In addition, at the monthly "Safety and Health Committee" and the annual "Central Safety and Health Committee," we report, share, and discuss the status and efforts of each workplace regarding occupational safety and health and health management. Furthermore, by conducting workplace patrols by industrial physicians, public health nurses, health managers, and full-time safety and health managers, we check the safety and health status of the workplace environment and identify and improve potential risks early on. Through these efforts, we are working to reduce the number of industrial accidents and the number of days lost from work.

Supply Chain Occupational Safety and Health Initiative Policy

In April 2023, we revised and established the Sustainable Procurement Policy established in 2006 to "Sustainable Supply Chain Policy" (hereinafter referred to as "the Policy") covering the Company and its consolidated subsidiaries, and have been informing our suppliers of the Policy. This policy stipulates items of compliance and cooperation with respect to business activities, including compliance with laws and regulations, human rights, occupational health and safety, environmental considerations, fair trade, and appropriate information management.
In particular, the occupational health and safety policy includes "prohibition of long working hours," "workplace safety and health measures," "prevention of occupational accidents and illnesses," "industrial hygiene measures," "measures for physically demanding work," and "ensuring sanitary facilities and an appropriate workplace environment. We will inform new suppliers of this policy at the time of selection, and require their compliance and cooperation.

Promotion system

At our company, Human Resources Division and the Corporate Strategy Department of Tokyu Railways Corporation are at the forefront of promoting health management and occupational safety and health. To prevent occupational accidents and health problems that may occur in the course of work, we have formulated "Safety and Health Management Regulations," which define necessary matters concerning safety and hygiene management, ensuring the safety and health of employees in the workplace and improving the work environment. Furthermore, we are steadily advancing various initiatives related to health management and occupational safety and health by working on a daily basis in cooperation with "dedicated safety and health officers *" assigned to all departments of both companies.
Furthermore, we have established a Chief Health Officer (CHO) position responsible for promoting employee health management and health improvement, and President & Representative Director holds this role. The contents of discussions at the Board of Directors are communicated both internally and externally through top management messages, promoting health management. In addition, we have established a medical support system by working closely with Tokyu Hospital, which is operated by our company.

In this way, under the leadership of our Chief Health Officer (CHO), we have established a "trinity" promotion system involving our Human Resources Division, Tokyu Railways Corporation's Corporate Strategy Department, dedicated safety and health officers from all departments, Tokyu Hospital. This creates an environment where employees can feel safe consulting with their workplace or occupational health staff and receive appropriate care when they experience mental or physical health problems.
Our key initiatives in health management include providing employees with support for mental health, lifestyle and exercise, health literacy, and cancer prevention. Through the promotion of health management, we support our employees' mental and physical health, happiness, and opportunities for challenge and growth, thereby improving job satisfaction and a comfortable work environment, and ultimately contributing to increased corporate value.

*The allocation of a "full-time safety and health officer" to every department is a unique initiative of our company. With regard to health management and occupational safety and health, the officer reports the status of each department's efforts and the causes and countermeasures of any workplace accidents that have occurred to the safety and health committee in an appropriate and timely manner, shares know-how on preventing recurrence with those involved in safety and health management, and provides guidance and encouragement to employees in each department, playing a role in promoting safety and health management operations.

Discussions with trade unions regarding health and occupational safety

Tokyu Corporation and Tokyu Railways are working with the Tokyu Labor Union on various initiatives to maintain and improve working conditions for employees, create a comfortable working environment, and promote the development of the company.
In consultations between labor and management, topics related to working conditions and working styles are discussed on an equal footing in accordance with the principle of good faith. Healthy labor-management relations are maintained by having labor and management respect each other's positions and deepening mutual understanding through dialogue.

In addition, the "Safety and Health Committee," which is comprised of industrial physicians, health managers selected by employees in each department, full-time safety and health managers, and labor union representatives, meets monthly to provide a forum for sharing and discussing topics related to occupational safety and health, as well as health and productivity management. In addition, the "Central Safety and Health Committee," which is comprised of the safety and health officer and labor union chairperson, meets once a year as a higher-level meeting body for the Safety and Health Committee. This committee reports and discusses annual efforts related to occupational safety and health, as well as health and productivity management, and disseminates the results to employees via the intranet as appropriate.

Main Initiatives

Making walking a habit

As part of our efforts for our employees, we are focusing on making walking a habit. By linking three initiatives aimed at promoting walking, we are encouraging employees to make walking a habit.

Every year around October, we hold a walking event in collaboration with the Tokyu Labor Union, with approximately 700 employees participating each time.
Most people participate as a part of their workplace communication group or with their family, and the event aims to encourage people to start walking and promote active communication in the workplace and at home.

②Holding a workplace walking championship

Since FY2016, we have been holding a "Workplace Walking Championship" in which employees compete in steps by using a pedometer app recommended by the health insurance association. This is an attempt to foster a "health-conscious culture in the workplace," and the results are tallied and the CHO awards departments with excellent results based on evaluation of both "average number of steps" and "number of participants."

Year-round athletic events

In addition to the walking competition, we also hold an athletic meet and a relay race once a year in collaboration with the labor union. Both are traditional large-scale events with around 1,000 participants each year. We also hold Tokyu Group Relay Race, expanding the circle of exercise and communication to each group company. The walking competition, athletic meet, and group relay race are attended not only by employees but also by many of their families, promoting the enjoyment of exercise and making walking a habit as part of the health promotion of employees and their families as stated in our Health Declaration.

Preventive measures against lifestyle-related diseases among young employees

Starting in FY2020 we have been implementing our own initiative to prevent lifestyle-related diseases for young employees aged 39 or younger, who are under the age of eligible for specific health guidance. Subsidies are provided for gym use, training equipment, home delivery meals, and diet food purchases, while support is provided for diet, exercise, etc. through interviews and emails with public health nurses in order to improve lifestyle habits. In addition, blood sugar control classes are held for employees who do not meet the conditions but have poor blood sugar control.

Cancer prevention

The benefits of early cancer detection and treatment are important not only for the individual and their family, but also for the company, and we view this as an important measure in promoting health and productivity management.
To date, we have implemented certain cancer prevention measures for our employees through regular health checkups and medical examinations at Tokyu Hospital and Health Management Center. However, to further strengthen our efforts, we are implementing the following measures.
In particular, as a measure against stomach cancer, we have implemented a stomach cancer risk screening (ABC screening) that checks for Helicobacter pylori infection and the degree of gastric mucosal atrophy, allowing us to classify and evaluate the risk of stomach cancer and help prevent cancer.In addition, the promotion of diversity management has led to an increase in the proportion of female employees, and in line with this, we are strengthening our measures against ovarian cancer and breast cancer.

In addition, we have implemented complete separation of smoking areas within our offices as part of our efforts to ban smoking and separate smoking areas, abolished smoking areas, and held smoking cessation seminars. In addition, we have also implemented a smoking ban during working hours since July 2019.

Community Health

Our company not only promotes the health of our employees, but also supports the health of everyone living along our railway lines. We have named the area around Ookayama Station, where Tokyu Hospital is located, "Health Station Ookayama," and since 2015 have been placing stickers with health support messages on the stairs of the station as a hub for promoting health. These messages were created under the title "Let's all make the Ookayama Healthy Stairs," in which we solicited slogans for health promotion from local residents and have been posting the works.
In addition, we will launch the "Tokyu Hospital Channel" in October 2023, and will regularly distribute videos containing health information that will be useful for health and daily life, not only to people living in the Ookayama area but to the wider public.

Addressing global health issues

As a company with multiple overseas bases, we recognize the importance of responding to global health issues, including the COVID-19 pandemic that has spread globally since 2020, as well as the world's three major infectious diseases (tuberculosis, malaria, and HIV/AIDS), and are taking appropriate measures. Although these three major infectious diseases are not as significant a health issue in Japan as they are in other countries, we provide information on infectious diseases, including global health issues such as the world's three major infectious diseases (tuberculosis, malaria, and HIV/AIDS), as well as vaccinations*1 and local medical support*2 to employees and their families on business trips or overseas assignments. In addition, in response to mosquito-borne dengue fever and malaria, we are raising awareness of basic measures to prevent mosquito bites in everyday life.

Initiatives to address workplace accidents

The majority of workplace accidents are caused by human error. To prevent workplace accidents, we incorporate risk assessment, a core component of our occupational safety and health management system. We identify risk factors in the workplace, develop countermeasures, and share awareness of these risks throughout the workplace to prevent workplace accidents. While most workplace accidents occur during commuting, we also revise manuals and work procedures as necessary based on the results of cause analysis. Furthermore, when workplace accidents occur, we appropriately and timely report the causes and countermeasures to the occupational safety and health committee and share know-how on preventing recurrence with safety and health management personnel. The Human Resources Division, the responsible department, publishes details of all accidents, including the date, location, nature of the accident, and the circumstances of the accident, on the intranet for employees.

Occupational Safety and Health Risk Assessment

When starting a new business or project, or when engaging in a merger or acquisition, we conduct risk assessments related to that business. In particular, when engaging in a merger or acquisition, we evaluate the labor issues and health and safety issues of the business. In addition, when it comes to potential new business sites for real estate development, we conduct on-site inspections and assessments in advance, and then provide necessary guidance to construction companies that we commission to ensure the health and safety of employees and the surrounding environment, and supervise them to ensure that necessary measures are taken.
With regard to existing businesses, we reassess risk awareness once a year and evaluate the status of risk mitigation efforts, striving to prevent risks from occurring and minimize their impact if they do occur.We have identified "risks related to working styles and securing human resources" as one of the most important risks to consolidated management, and are conducting assessments of labor issues and safety and health at Tokyu Corporation and its consolidated companies.
Furthermore, since the majority of work-related accidents at our company are caused by human error, we have adopted risk assessment, which is the core of our occupational health and safety management system, in order to prevent this.We aim to prevent work-related accidents by identifying where and what risk factors exist in the workplace, formulating countermeasures, and sharing awareness of danger throughout the workplace.

Our company holds a "Safety and Health Committee" every month, which consists of industrial physicians, health managers selected by employees in each department, full-time safety and health managers, and labor union representatives, and provides a forum for sharing and discussing topics related to occupational safety and health, and health management. In addition, as a higher-level meeting body than the Safety and Health Committee, we hold a "Central Safety and Health Committee" once a year, which consists of Executive Officer in charge of safety and health and the chairman of the labor union, to report on and discuss annual efforts related to occupational safety, health, and health management, and the results are notified to employees on the intranet as appropriate.

We conduct training on health and occupational safety and hygiene to ensure that all employees are fully aware of health and occupational safety and hygiene.

Health checkups and infection prevention

In order to ensure the safety and health of employees in the workplace, we are proactively working on measures such as providing health checkups, health guidance from industrial physicians and public health nurses, and holding occupational health training sessions, based on the basic stance that "the company has the intention of not allowing employees to suffer health problems."
As for infection prevention measures, we place the highest priority on ensuring the safety of our customers and employees, and are taking various measures to prevent infection and the spread of infection. As a measure to prevent influenza infection, in principle, all employees are vaccinated every year. In addition, as part of our health promotion efforts, we have been holding a "Physical Fitness Walking Competition" since fiscal 2007, with many employees participating every year.
Regarding mental health measures, we have established a care system in which employees can take care of themselves, managers and supervisors can provide line care, and industrial health staff, mainly industrial physicians, can provide care. We also hold mental health training sessions for managers.

The stress check list recommended by the Ministry of Health, Labor and Welfare is used in the stress check system that became mandatory in December 2015. In addition, a separate survey is also conducted on newly hired or newly transferred employees, who are considered to be at high risk of developing mental health problems, and a follow-up system is being built in cooperation with industrial health staff and each workplace, including early intervention at the stage of distress.

Health consultation by a public health nurse

Tokyu Hospital Health Management Center has a dedicated public health nurse who, together with an industrial physician, provides support for maintaining and improving the health of employees through health consultations. Depending on the content of the consultation, we will take appropriate action, such as referring the case to a medical institution or industrial physician.
Public health nurses regularly visit each workplace to receive consultations, and also accept consultations over the phone. If the issue is difficult to resolve through phone consultations alone, they respond flexibly to the needs of the person seeking advice, such as by asking for more detailed information in a meeting.

Internal and external mental health consultation services

In April 2006, we opened a "Mental Health Consultation Desk" in cooperation with an external specialist institution. Consultations are conducted over the phone first, and then, if necessary, face-to-face consultations can be arranged. The cost of face-to-face consultations is borne by our company, and the person concerned only pays for their travel expenses. The content of the consultation will be kept confidential.
In addition, to ensure that contact details are easily accessible, the telephone numbers of internal and external offices are listed in the handbook distributed to all employees.
