As a public transport operator, Tokyu Railways believes that "ensuring safety is the biggest and most important responsibility of railway business," and has established safety policies, safety management regulations, and safety priority measures, building a unified safety management system from top management to front-line employees. One of the safety priority measures is "(4) Continuous improvement of human response capabilities through expansion of safety education and practical training, etc.", and places emphasis on human resource development and education to ensure safety.
Initiatives to improve safety awareness
As a prerequisite for having systems, technology, and knowledge to ensure safety, it is important that each and every employee has a strong sense of safety.
To ensure that the Toyoko Line train collision accident that occurred at Motosumiyoshi Station in February 2014 is not forgotten, Tokyu has set up a Tokyu Safety Day as a place for each employee to reflect on the accident and face it head on. The 7th Tokyu Safety Day was held online in February 2021, with approximately 1,200 people participating.
We also regularly publish a "Safety Newsletter" to introduce safety measures in each workplace and share "fine plays" that have helped prevent accidents with the entire railway Operations Headquarters.
Development of the Safety Co-Creation Center
In 2021, we completed the construction of a safety education facility with the aim of cultivating employees who can act with safety as their top priority. It was named the "Safety Co-Creation Center" with the meaning of "creating safety together." Through cross-departmental safety education centered on two pillars: education to prevent the recurrence and forgetting of past accidents, and education to prevent accidents from occurring in the first place, we aim to cultivate "human resources who can raise the level of safety and take the best possible action through co-creation between people and organizations" and further improve the safety awareness of all employees.
Raising awareness of safety and passing on skills
We also work to improve safety awareness during on-site work and to pass on the skills necessary for equipment and facility maintenance work.
The risk simulation training is a training to convey possible dangerous points that may occur during work by experiencing wearing fall prevention equipment (safety harnesses), walking at heights, falling tools from heights, electric shocks, etc. In addition, in technical departments such as track maintenance, electricity, and rolling stock, the performance of equipment has improved with facility renewal, and the replacement of parts due to breakdowns and deterioration has decreased. In light of this situation, competitions and seminars are held regularly for the purpose of strengthening the technical capabilities of the organization, transferring skills from veterans to younger employees, and increasing employee motivation. In addition, training on how to handle abnormal driving situations and comprehensive driving accident training are also held regularly as training to prepare for emergency situations.

A new learning environment through industry-academia collaboration
In our life service business, we are conducting trials to provide new value focusing on the "area of learning."
In August 2022, the Company and its consolidated subsidiaries that operates childcare and after-school care businesses, and Tokyo City University, a member of Tokyu Group, held the Nikotama Summer Kids Lab, a new learning space for elementary school students and preschoolers. The facility offers content such as next-generation learning courses that foster self-centeredness in areas such as STEAM (science, technology, engineering, arts, and mathematics) and fields of inquiry, workshops by Tokyo City University and Tokyu Kids Base Camp, and a creative space where students can freely engage in creative activities. The themes range from robots and programming to work experiences and SDGs. The facility is located at the Tokyo City University Futako Tamagawa Dream Campus on the 8th floor of Futako Tamagawa Rise. The Futako Tamagawa Dream Campus is an activity space used by Tokyo City University for research, learning, and activity presentations, and was recently realized through industry-academia collaboration.
Towards "human resource development" for the next generation
Our group has set "human resource development" as one of Material sustainability themes (materiality). This includes providing learning opportunities that lead to the pursuit of happiness for each and every person, not only for our group employees, but also for our customers and residents along our railway lines. We will continue to expand these efforts and connect them to business, while also providing learning opportunities where children who will lead the next generation can acquire the human skills, the skills they will need in the future, and the creativity to turn ideas into reality.

Vietnam's first soccer school run by a J-League club
Becamex Tokyu, a local joint venture, is promoting the "Tokyu Garden City" project in Binh Duong New City in Binh Duong Province, Vietnam, and is developing Urban and community development and transportation infrastructure. In 2021, Becamex Tokyu and Kawasaki Frontale, a J-League soccer team that plays in the Tokyu line, launched the first soccer school business run by a J-League club in Vietnam. Kawasaki Frontale has been promoting soccer in Binh Duong Province since 2013, and now aims to provide a place to support the growth of children who will lead the future of Binh Duong New City, as well as to develop high-quality soccer players, contribute to the community through soccer, and support the growth of children. The soccer school is operated by Becamex Tokyu and outsourced to Kawasaki Frontale. Kawasaki Frontale will send coaches to directly instruct students, and will develop the individuality of children attending the soccer school from the three perspectives of Kawasaki Frontale's teaching policy of "technique," "principles," and "sociability."

Tokyu Group has Tokyu-kai in 23 regions in Japan and 4 regions overseas, where each company works together to carry out community-based Social Contribution activities through cleaning activities and cultural and sports events. Since 2018, Vietnam Tokyu-kai has been co-hosting the Vietnam Japan International Youth Cup U-13 in Binh Duong, an under-13 soccer tournament, with Kawasaki Frontale every year as an exchange event. During the period, not only the players' families but also many local residents attended. In addition, the 2021 tournament was also watched by the Japanese ambassador to Vietnam, and was broadcast on local national television, creating a great deal of excitement.
In addition, since 2018, Vietnam Tokyu Club and Kawasaki Frontale have been giving uniforms and holding soccer classes for children at an orphanage in Binh Duong Province. All the children who participated were delighted.
Going forward, the two companies will continue to work together to provide social value through soccer and sports not only within Tokyu lines, but also outside the lines and overseas.

In order to realize a sustainable local community, the Group is taking on the challenge of resolving social issues through both business activities and social contribution activities by continually working on areas that cannot be covered through business as social contribution activities.
Tokyu Children's Support Program
The Tokyu Children's Support Program provides grants to organizations working to solve social issues surrounding children areas served by Tokyu’s railway lines. It was launched in 2020 with the hope of promoting the sustainable development of communities where children can live happily, Safety & Security spiritually fulfilling lives. Grant recipients are selected through a public call for applications each year. In 2022, a total of 10 million yen in grants will be awarded to 12 organizations.
Every child has diverse potential. However, with busy schedules and limited human relationships, some children find it difficult to foster these potentials. Furthermore, some children suffer from bullying, social withdrawal, domestic violence, financial difficulties at home, and anxiety and troubles. There are adult activities outside of the home and school that support such children in the community, helping to create a living environment where children and their families can live Safety & Security and fulfilling lives.
This program will support your activities in the hope that it will lead to the "happiness" that each child desires.
Tokyu Kids Program
The Tokyu Kids Program is an experiential event for elementary school children, where parents and children can try out work experience, facility tours, and crafting programs together. It has been held every year since 2007 with the aim of giving children social experience through a variety of programs while also deepening their understanding of Tokyu Group which operates in a wide range of fields closely related to daily life. In 2020 and 2021, the event was held online, but in 2019, 27 programs were held that utilized the businesses of Tokyu Group companies, such as train factory tours and bus driver and florist experiences, and participants enjoyed them.
Social contribution through support for school corporations
Tokyu Group owns two school corporations: Goto Ikueikai and Asia Gakuen. We are continuously supporting these school corporations and contributing to their educational activities.
Gotoh Educational Foundation was established in 1955. Currently, as part of the Tokyo City University Group, it comprises schools from kindergarten to university, as well as Tokyu Driving School, with approximately 12,000 students (excluding driving schools) enrolled. Based on the educational philosophy of "cultivating healthy minds and rich culture, and nurturing human resources with an eye to the future," it is further strengthening cooperation between schools and developing comprehensive education and research activities from early childhood education to higher education.
Asia Gakuen was established in 1941. Currently, Asia University has approximately 6,500 students, and with a diverse range of study abroad programs and a comprehensive extracurricular activity support system, we respect the individuality of each student and foster talented people who can contribute to the development of the international community, particularly Asia, through education that meets the needs of society. We actively accept international students from Asian countries and regularly conduct Mt. Fuji clean-up activities as part of our classes, making social contribution.
