Our group is engaged in Urban and community development development through a wide range of businesses that are closely related to daily life, focusing on areas along the Tokyu En line. Urban and community development incorporates lifestyle infrastructure and services into surface development, and some of these infrastructure and services have a highly public nature. Tokyu Railways, which operates a railway business that is a representative example of public transportation, provides transportation services so that everyone, including women, children, and the elderly, can travel Safety & Security, regardless of their family situation, and is implementing various measures in both hard and soft aspects.

Installation rate of platform screen doors and fixed platform gates with sensors at all Tokyu Line stations is 100%.

In March 2020, Tokyu completed the installation of platform screen doors and fixed platform gates with sensors at all Tokyu Line stations (excluding the Setagaya Line and Kodomo-no-Kuni Line), a first for a major private railway company, and the company was highly praised for its efforts to improve barrier-free services using various apps. Tokyu was awarded the Prime Minister's Award, which is given to the most highly acclaimed initiative in the 2020 Barrier-Free and Universal Design Promotion Merit Awards. Tokyu will continue to listen to customer feedback and strive to provide industry-leading universal services. As a result of these efforts and others, the number of falls from platforms has decreased by about one-tenth in five years.

100% barrier-free route development rate

By FY 2014, the development of barrier-free routes had been completed at all Tokyu Line stations through the installation of elevators and other measures. Going forward, we are considering providing multiple barrier-free routes, such as installing elevators, at stations that are divided by roads or tracks. As a crime prevention measure, we are promoting the installation of see-through elevators and elevators with windows that allow passengers to see inside, and we are also installing fences and guide blocks in front of elevators on platforms. Furthermore, we are installing ramps at stations with small steps, and installing wide ticket gates at all ticket gates that can be used by wheelchair users.

Multi-function toilet installation rate: 100%

All Tokyu Line stations with toilets are also equipped with multi-function toilets. They are clean and spacious so that everyone, including wheelchair users, can use them with peace of mind, and are also equipped with baby beds and flushing devices for ostomates. In addition to the multi-function toilets, all Tokyu Line toilets are equipped with non-contact automatic flushing.

Facilities for visually impaired customers

To ensure that visually impaired customers can use our stations with peace of mind, all stations are equipped with tactile guide signs that provide Braille and audio information on the locations of facilities within the station and their current location, Braille fare tables and Braille stickers on ticket machines and on stairs, and dotted guide blocks with inward lines on the platforms that clearly show which side the tracks are on.

Guidance by station staff

Some stations have "see-through ticket gates" at the staffed ticket gates. The exterior of the ticket gates is see-through to allow for a clear view, and the interior is an open counter style. There are two types of counters, one at normal height and one at low height, so that wheelchair users and children can use them. In addition, writing devices are installed at all ticket windows and commuter pass sales booths. Station staff who guide passengers are also qualified as "service assistants" and can provide assistance at the same level as the person receiving care, such as assisting with walking and operating a wheelchair.

Easy-to-understand information for foreigners

Guidance at stations and on trains is now available in English, Chinese, and Korean. Inside trains, signage above the doors provides information about station facilities and transfer information in four languages and with pictures, and announcements are made in English.

Information dissemination through events at Shibuya Hikarie

Shibuya Hikarie has Creative Space 8/ (Hachi) on the 8th floor and the event hall Hikarie Hall on the 9th floor. These spaces are used to hold events unique to Shibuya, a city overflowing with diversity, and also contribute to disseminating information toward a society that accepts diversity.

Super Welfare Exhibition

In September 2019, the Super Welfare Exhibition "Shibuya, 2020. Let's Experience the Daily Life of Super Welfare" was held at Creative Space 8/. This is an exhibition that has been held annually since 2014, mainly at Shibuya Hikarie, in an effort to remove the "mental barriers" against minorities, including people with disabilities, and welfare itself. In addition to exhibits and experiences of designs related to minorities and welfare, and technologies that overcome disabilities, a symposium was held in which fascinating presenters who did not fit into the traditional framework of welfare appeared. The final event in 2020 was held online due to the spread of the new coronavirus infection, but for seven years, it has been a place to disseminate information that is unique to Shibuya. Our company has been a special sponsor of this event and has been working together to liven it up. Since 2021, we have continued to sponsor the "Super Welfare School @ SHIBUYA", which started as one of the projects of the "After Super Welfare Exhibition".
