Activities of the Council on Measures for People Stranded around Shibuya Station

There are surrounding Shibuya Station is characterized by a concentration og businesses, schools, commercial facilities and entertainment facilities. Given this, many people visit the area for work, school, shopping and sightseeing.
The area around Shibuya Station is usually bustling with visitors. However, in the event of a large-scale earthquake or other such disaster, if the transit system stopped working, it is expected that many people will be unable to return to their homes promptly, causing a great deal of confusion. In addition to the 37,000 people who will remain in their workplaces and schools, it is estimated that 22,000 people will be outdoors with nowhere to go in weekdays.
The Council on Measures for People Stranded around Shibuya Station was formed in May 2009 as a union about 100 businesses, schools, and administrative agencies in the area aroung Shibuya Station area. Tokyu Corporation plays a central role as secretariat for the Council, and under a cooperative framework with the Shibuya municipal government, we have promoted various activities designed to prevent people visiting Shibuya from becoming disordered in the event of a large-scale disaster. These activities include conducting reviews to increase ther effectiveness of measures assisting standed people, as well as verifying measures through the plannning and execution of drills. In 2020, we established an efficient information communication system between Shibuya Ward and the Council’s offices using the Shibuya Ward Disaster Prevention App. Since 2021, due to the prevention of the spread of new coronavirus infection, remote training sessions have been held to learn from expert instructors.
Looking ahead, as development leads to further change in the area surrounding Shibuya Sutation, we will continue to enhance our disaster countermeasures through the continuation of drills and other measures. In addition, while continuing to cooperate with the Shibuya Station Area Urban Revitalization and Safety Plan-a plan mapped out by public and private participants based on the Act on Special Measures concerning Urban Reconstruction-we will continue to put effort into urban development so that even more people can visit the area with a sense of security.

Cooperation with local crime prevention and disaster prevention activities

We are working with local governments, shopping malls, and other local organizations to revitalize the areas served by Tokyu’s railway lines by holding various events and initiatives.

Futako Tamagawa Rise holds workshop events for local children and families on the theme of disaster prevention and first aid. On the day of the event, with the cooperation of the local fire department, hospital, Setagaya Ward, town council, etc., Futako Tamagawa Rise management staff and store staff personally participate as workshop leaders, bringing the entire community together to raise awareness of disaster prevention and emergency preparedness. We also conduct annual drills for accepting people who have difficulty returning home in cooperation with Setagaya Ward.

We also actively participate and cooperate in community-sponsored cleanup activities, traffic safety campaigns, disaster drills, and crime prevention patrols.

Urban and community development in cooperation with the local community in Shibuya

In the Shibuya area, events are held throughout the year, led by local residents and the government. In order to make Shibuya even more vibrant, we are cooperating with the local community, government, our groups, and other organizations to support these efforts.
We also participate in Shibuya Area Management Council and Shibuya Station District Area Management (hereafter the “Shibuya Ekimae Area Management”), which works with the public and private sectors to make Shibuya a more attractive area. To make Shibuya "a center of life and culture open to the world," we are promoting a social experiment in which we will conduct urban development activities with the proceeds from outdoor advertising displayed in public spaces in front of Shibuya Station.
In August 2020, we concluded a “Comprehensive Collaboration Agreement on the Formation of a Global Hub City” with Shibuya Ward. We will work on the soft side of city planning by utilizing mutual knowledge and human exchange, further develop the startup ecosystem through public–private partnerships, and work towards the dissemination of culture and the promotion of industry. Our aim is to create a global hub and a leading overseas city by enhancing the international competitiveness of the city of Shibuya.

In addition, we are making efforts to disseminate information about the region. The Shibuya Bunka Project website provides information on daily events, trends, and gourmet food in Shibuya, as well as interviews with key people who are active in and around the area, to convey the various charms of the city. The aforementioned Shibuya Ekimae Area Management website provides information on the future vision of the area in front of Shibuya Station, as well as a map of the traffic flow in front of Shibuya Station during construction in cooperation with the Shibuya Station Central District Construction and Process Council. The official Instagram account of Shibuya Ekimae Area Management not only provides the latest information about the organization’s activities but also introduces information about the attractive Shibuya Ekimae area.

Creating facilities to promote interaction

In April 2017, the Shibuya Cast complex came into existence to enable creators to live a more creative lifestyle. Several common spaces, such as plazas, multipurpose areas, and cafes, have been created for people to come into contact with, and be stimulated by, a variety of cultures and values. In addition, we have established shared offices and community-type rental housing to serve as a base for people with diverse values and promote interaction.
In June 2019, people living and working in Shibuya Ward took the initiative in creating a place for a small exchange with their adult neighbors at "Shibuya Otonari Sunday," using Shibuya Cast Garden for exchanges with local residents, collaborative projects with companies in Shibuya Ward, and work experience in collaboration with nearby educational institutions. In 2020 and 2021, the conference was held online due to the countermeasures against COVID-19 infection.

Revitalization of suburban residential areas promoted by industry, academia, government, and the private sector (Next-generation suburban development)

Based on an agreement with the City of Yokohama signed in April 2012 and renewed in April 2017 and April 2022 regarding the promotion of “next-generation suburban development,” we are working on the project aims to promote sustainable urban development by resolving various issues (aging, declining population, erosion, lack of community, etc.) faced by suburban residential areas, including Tama Den-en-toshi, through cooperation and collaboration among industry, academia, and the public and private sectors.
In May 2017, we opened the WISE Living Lab as a place to disseminate information and act as a base for next-generation suburban development, with the aim of realizing “community living*.” In addition, in October 2018, we developed CO-NIWA Tama-Plaza, a community convenience facility with a "multigenerational community exchange" function, "familiar employment" function, and "childcare support" function, in the lower levels of the DRESSER WISE Tama- Plaza condominium. At the same time, we established a general incorporated association, DRESSER WISE Tama-Plaza Area Managements, which is engaged in area management activities based at the facility.
In addition, to realize an self-contained and dispersed urban structure, we are working to provide support for entrepreneurship and participation in social activities based on the theme of solving regional issues, creating workplaces, and collaborating with corporate activities.
In FY 2021, SPRAS Aobadai, a membership-based community exchange center, opened in a vacant section of the Aobadai Post Office. Within the facility, “working” functions were introduced by setting up a work lounge and small-scale offices, promoting the realization of a free and enriching new lifestyle that integrates “living” and “working/activities.”

*A town where everyone can continue to live with peace of mind, with all the functions necessary for daily life within walking distance of their homes.

Minna no Eikimoku Project

Lumber occurred at The Ikegami Line’s Hatanodai Station improvement project (“The Kininaru Renewal”)  and the Ikegami Station improvement project which is being carried out by Tokyu Railways and our company (“Ekimoku”) is utilized at the station and along the line. 
So far, two workshops have been held to make chairs and Christmas ornaments using Ekimoku, and an event has been held to distribute kits for making benches using Ekimoku of Ikegami Station to businesses that can install them in public places. We are also working to restore the horizontal wooden benches on the down train platform at Hatanodai Station, using as much of the original material as possible.

Signing of an agreement on the promotion of new urban development around Fujigaoka Station

In October 2018, we concluded an agreement with the City of Yokohama and Showa University on the promotion of urban development in order to work on new urban development that integrates facilities in front of the station, hospital, and park to create a town surrounded by lush greenery, which is friendly to people and where multiple generations can live in good health.

With the conclusion of this agreement, the City of Yokohama, our company, and Showa University are working together to update the functions of the aging facilities in front of the station and the Showa University Fujigaoka Hospital, which needs to be redeveloped to be earthquake-resistant and provide more advanced medical care. A plan will also be drawn up for the formation of an attractive space that includes urban infrastructure facilities such as roads, parks, and plazas in front of the station.

In April 2020, we released, along with the City of Yokohama and Showa University, the Basic Plan for Redevelopment of the Fujigaoka Station Front Area (draft). The opinions of the local community will be listened to during the formulation of this draft, which will summarize the status of the studies based on this agreement. We will continue our studies with the goal of “implementing specific projects” in FY2023 and beyond.
