Promotion system and implementation measures

Tokyu Corporation has established the position of Chief Health Officer, who is responsible for promoting health management and health among employees, and the President is in charge of this. In addition, the Human Resources Headquarters plays a central role in promoting initiatives, and Tokyu Hospital provides medical support in cooperation with the Company.
Under this promotion system, we will take measures in relation to mental health, cancer, and lifestyle/exercise for employees and their families to maintain and improve their health, further build safety and security, and increase labor productivity.

Main Initiatives

Making a habit to walk

Our company is focusing on the habit of walking as an initiative for our employees. We are promoting the habit of walking by linking three initiatives to promote walking.

①Promotion of WalkBiz

Since the fall of 2016, we have been encouraging our head office employees to work in a WalkBiz style and have been promoting it while setting up a reinforcement month. The goal is to turn the workplace, where we spend the most time, into an exercise environment by becoming lighter on our feet, walking one station and climbing stairs.

②Organizing walking events


Walking competition
(Held around October)

Every year in October, we hold a walking event jointly with the Tokyu Labor Union. About 700 employees participate in this event each time.
Most employees participate in the event as a unit of workplace communication or with their families, creating an opportunity to start walking and promoting communication at work and home. (The program is currently suspended to prevent the spread of the COVID-19 infection.)

③Workplace Walking Championship

Since FY 2016, we have been conducting a Workplace Walking Championship in which employees compete in the number of steps they take at each workplace, using a pedometer app recommended by the health insurance association. The results are tabulated, and the CHO gives an award to the department with the best results, based on both the average number of steps and the number of participants.

Exercise events throughout the year

In addition to the walking event, we co-host an annual field day and relay race with the labor union, both of which are traditional major events with over 1,000 participants each year. Not only employees but also their family members participate in the walking contest and field day, and as part of the health promotion of employees and their families, as stated in the Health Declaration, the event promotes the enjoyment of exercise and the habit of walking. (Currently suspended to prevent the spread of the new coronavirus infection)

Measures to prevent lifestyle-related diseases among young employees

We have been implementing our unique initiatives to prevent lifestyle-related diseases for young employees under 39 years old, who are under the age for specific health guidance, since FY 2020. The program aims to improve lifestyle habits by providing support for diet and exercise through interviews and e-mails with public health nurses, while also providing subsidies for the use of gyms, training equipment, home-delivered meals, and the purchase of diet food. In addition, blood glucose control classes are held for employees who do not meet the conditions but have poor blood glucose control.

Cancer countermeasures

The effects of early detection and treatment of cancer are important not only for the individual and their family, but also for the company, and we recognize this as an important measure in promoting health management.
In the past, we have taken certain measures to prevent cancer among employees through regular health checkups and physical examinations at the Tokyu Hospital and Health Management Center, but we have further strengthened our efforts, as outlined below.
In particular, as a countermeasure against gastric cancer, the risk of gastric cancer was classified and evaluated by means of gastric cancer risk screening (ABC screening), which examines the presence of H. pylori infection and the degree of gastric mucosal atrophy to help prevent the incidence of cancer. In addition, the ratio of female workers is increasing through the promotion of diversity management, and, in line with this, we are strengthening our measures against ovarian and breast cancer.

Furthermore, as a measure to prevent smoking and encourage people to give it up, we have implemented a complete separation of smoking in our offices, abolished smoking areas, and held seminars on smoking cessation. In addition, from July 2019, we have implemented a smoking ban during working hours.

Health Station Ookayama

We are not only promoting the health of our employees, but also supporting the health of the people along our railway lines. The area around Ookayama Station, where Tokyu Hospital is located, has been called Health Station Ookayama, and stickers with messages of health support have been attached to the stairs of the station since 2015 as a base for communicating health. We also collaborate with the Ookayama campus of the Tokyo Institute of Technology to hold health checkups and walking events, among other initiatives. Since 2017, under the title of “Let’s make a healthy stairway in Ookayama together,” we have solicited slogans from local residents to promote health, 48 of which, selected from more than 700, have been displayed.

Occupational health and safety

We believe that the first step to ensuring safety and providing heartfelt services to our customers is to create a comfortable and easy-to-work-in workplace environment and to ensure that each and every employee is healthy, cheerful, and working without any accidents. For this reason, we provide employees with one-stop health management services, including health checkups, guidance from industrial physicians and public health nurses, and medical services at Tokyu Hospital.

Safety and Health Committee

We hold monthly meetings of the Health and Safety Committee, whose members include industrial physicians, health managers appointed from employees in each department, full-time health and safety managers, and labor union representatives, to provide a forum for sharing and discussing agenda items related to occupational safety and health and health and productivity management. In addition, once a year, the "Central Safety and Health Committee" is held as a meeting body above the Safety and Health Committee, with the executive officers in charge of safety and health and the chairpersons of labor unions as members. This committee reports and discusses annual initiatives related to occupational safety and health and health and productivity management, and the results are disseminated to employees via the intranet as appropriate.

In addition to the above training, we hold a Group Occupational Health Workshop every year to inform employees about occupational health and provide educational opportunities through lectures on topics such as the harmful effects of smoking, the effectiveness of smoking cessation, and mental health measures in the workplace. The majority of work-related accidents are caused by human error. To prevent this from happening, we have adopted risk assessment as the core of our occupational health and safety management system. We are aiming to prevent occupational accidents by identifying where and what risk factors exist in the workplace, formulating countermeasures, and sharing awareness of the risks throughout the workplace.

We aim to achieve the physical and mental wellbeing of our employees. We will work on the following four basic measures.

Physical examination and infection prevention

Based on the basic principle that the company should be determined not to cause health problems to its employees, we are actively engaged in health checkups, health guidance by industrial physicians and public health nurses, and occupational health workshops in order to ensure the safety and health of employees in the workplace.
As part of our measures to prevent the spread of the COVID-19, we are working on a variety of measures, placing the highest priority on ensuring the safety of our customers and employees. In principle, all employees are vaccinated against influenza every year to prevent infection. In addition, as part of our efforts to promote health, we have been holding a Physical Fitness Walking Competition since FY 2007, and many employees participate in it every year. (The event is currently suspended to prevent the spread of the COVID-19 infection.)
For mental health measures, we have established a system of self-care by employees, line care by managers and supervisors, and care by industrial physicians and other industrial health staff. In addition, we hold mental health learning sessions for managers.

The stress check system, which became mandatory in December 2015, is being implemented using an original stress check list prepared by our industrial physicians. We also conduct separate questionnaires for employees who have just joined the company or have been transferred, who are considered to be at high risk of developing mental health problems, and build a follow-up system in cooperation with occupational health staff and each workplace, including early intervention at the stage of concern.

Health consultation by public health nurses

The Tokyu Hospital Health Management Center has a dedicated public health nurse who, together with industrial physicians, supports the maintenance and promotion of employee health through health consultations. Depending on the nature of the consultation, we will take appropriate action, such as taking over to a medical institution or industrial physician.
Public health nurses visit each workplace on a regular basis and also provide consultation over the phone. When it is difficult to solve the problem through telephone consultation alone, we meet with the client to discuss the situation in more detail.

In-House and External Consultation Service for Mental Health

From April 2006, we opened a mental health consultation service in partnership with an outside specialist organization. The first step is to consult by phone, followed by an personal interview if necessary. We cover the cost of the interview consultation, and the individual needs only pay the transportation expenses. The consultation will be kept confidential.
In addition, the phone numbers of internal and external contact points for consultation are listed in the handbook distributed to all employees so that contact information can be easily found.
