Transportation network areas served by Tokyu’s railway lines

Tokyu Railways operates nine railway lines, including the Toyoko Line and Den-en-toshi Line, as well as the Setagaya Line, a tram line, covering a total distance of 110.7 km. It has expanded its line network from southwestern Tokyo to eastern Kanagawa Prefecture, and is promoting mutual direct operations with various other lines to improve convenience for its customers. With the opening of the Sotetsu-Tokyu Shin-Yokohama Line on March 18, 2023, a wide-area railway network will be formed connecting 14 lines from seven companies and bureaus, stretching from central Kanagawa Prefecture and western Yokohama City to the western 23 wards of Tokyo, northern Tama, and the central and western Saitama regions, promoting cooperation and revitalization between regions and contributing to the further development of each region.

Tokyu Bus and Tokyu Transse bus routes operate from each station on the Tokyu Line and serve as secondary transportation. Both companies have 12 offices mainly along areas served by Tokyu’s railway lines, and operate detailed routes to suburban residential areas, forming an extensive transportation network in combination with the Tokyu Line.

Ensuring safety is the foundation of all our business

As a railway operator, Tokyu Railways prioritizes ensuring safety above all else. Based on the "Safety Management Regulations" that stipulate the safety management system and methods, we have built a unified safety management system from top management to front-line employees. In addition, we have established the "Safety Policy" as the philosophy and principles regarding transportation safety, set goals to be achieved in order to solve issues related to ensuring safety, and defined the priority efforts as "Safety Priority Measures." Tokyu Bus and Tokyu Transse have also established similar standards and have established transportation safety management.

Safety & Security Initiatives

We are making various efforts to create a transportation infrastructure that all customers can use in Safety & Security. In March 2020, as a barrier-free and Safety Initiatives on the platform, we became the first major private railway to install 100% of fixed platform fences with platform screen doors and sensors (excluding the Setagaya Line and the Kodomo no Kuni Line). As a result, the number of falls on the platform has been reduced to about one-tenth, which has a great effect on stable operation, such as protecting the safety of customers and reducing the number of times when driving is hindered due to transportation obstacles such as falling on the tracks. Obstacle detection devices are installed at all railroad crossings, not only on platforms but also at railroad crossings to prevent railroad crossing accidents.
In addition, all of our vehicles are equipped with in-car security cameras, and Tokyu Security's security guards patrol and stand guard in conjunction with station staff to prevent terrorism and crime in railway facilities.

To ensure that women and children can use the buses with peace of mind, Tokyu operates women-only cars on the Toyoko and Denentoshi lines during weekday morning hours, and has secured barrier-free routes at all Tokyu line stations (for more on barrier-free initiatives, see "Number 10: Eliminate inequality between people and countries"). Tokyu Bus and Tokyu Transse have also introduced low-floor buses, buses with lifts, buses with ramps, and buses that tilt when boarding and disembarking. In addition, Tokyu Security Co., Ltd. offers "Ekids" for children, customers with disabilities, and elderly customers. "Ekids" is a monitoring service that sends information on customers' passage through automated ticket gates at Tokyu line stations and boarding information for Tokyu Bus Corporation to family members' mobile phones, etc.

We pursue Safety & Security for all our customers in terms of hardware, software and management.

Our Group's regional transportation infrastructure business

Our group not only operates urban transportation infrastructure such as Tokyu Lines, but also transportation infrastructure such as railway, buses, and airports in rural areas, contributing to regional revitalization and the revitalization of local economies. In addition, through collaboration with Tokyu Group companies, we are working to create not only a permanent population but also an exchange population, such as by creating a flow of people between urban areas, including areas served by Tokyu’s railway lines, and regional cities. Although the situation remains difficult due to changes in the behavior of residents along the lines, such as the establishment of remote work due to the COVID-19 pandemic, we will continue to contribute to the region by continuing our business.

Izukyu Line, living together with Izu

Izukyu operates the 45.7km Izukyu Line (Ito Station to Izukyu-Shimoda Station) that runs along the east coast of the Izu Peninsula in Shizuoka Prefecture. At Ito Station, it connects with the JR Line, and the Limited Express Odoriko and Saphir Odoriko trains run from the city center to the terminal Izukyu-Shimoda Station. In addition, our cruise train "THE ROYAL EXPRESS" also operates from Yokohama Station, improving access from the city center and providing "beautiful and sparkling travel." In addition to the limited express trains, we also operate cars with seats facing the sea and cross seats so that you can enjoy the coastline overlooking the Izu Seven Islands, and we have made efforts to make the journey enjoyable for both residents along the line and tourists.

Uedadentetsu Co.,Ltd. Bessho Line, a local line in Ueda City, Nagano Prefecture

Uedadentetsu Co.,Ltd. operates the 11.6 km Bessho Line (Ueda Station to Bessho Onsen Station) in Ueda City, Nagano Prefecture. At Ueda Station, it connects with the Hokuriku Shinkansen and the Shinano railway Line, and the companies work together to contribute to the revitalization of eastern Nagano Prefecture. Bessho Onsen is said to be the oldest hot spring in Shinshu, and in addition to hot springs, there are many historical buildings such as national treasures and important cultural properties along the line, and it is also called the "Kamakura of Shinshu." The Bessho Line continues to operate with the support of residents along the line, the government, and various supporter organizations. In September 2019, the Bessho Line's iron bridge over the Chikuma River collapsed due to the effects of Typhoon Hagibis. At first, the line's survival was in doubt, but with the help of the government, local governments, and local residents, the entire line was restored in March 2021. It will continue to run as a means of transportation for local residents and tourists.

Sendai International Airport: From the Tohoku sky to the world's skies

Our Group is participating in a consortium for airport management contracts, with safety as the cornerstone, which we have cultivated for many years. Sendai Airport, the first national airport to be privatized, is funded by Tokyu Land Corporation, Tokyu Agency, Tokyu Construction, Tokyu Community, and others, and Tokyu Group is working together with partner companies and the local community to operate the airport. We will contribute to the revitalization of the Tohoku region by expanding the aviation network, creating a multi-modal hub by consolidating transportation networks including secondary transportation, and promoting the "Tohoku brand" such as Tohoku's beautiful four seasons, traditional culture, and rich food. In addition, we will utilize our Group's know-how in Safety & Security to establish a safety and security system, achieve symbiosis with the local community, achieve sustainable growth, and increase the sustainability of the airport.

The History of Shibuya

Shibuya is the starting point of the Toyoko Line and Den-en-toshi Line, and a terminal station that connects to the JR Yamanote Line, Tokyo Metro Ginza Line, Fukutoshin Line, and Keio Inokashira Line. The station was originally opened by Japanese railway in 1885, and in 1907, Tamagawa Electric railway (Tamaden), which later became part of Tokyu Group, opened, and in 1927, the Toyoko Line opened and became the starting point for the line. In 1934, Toyoko Department Store opened next to Shibuya Station on the Toyoko Line, proposing a new lifestyle that is still connected to today's in-station shopping. Based on the belief that culture is essential to people's enriched lives, the area has developed into a place that disseminates a variety of cultures and information, with the opening of Tokyu Kaikan, which housed Shibuya's first large theater, Toyoko Hall (later Toyoko Theater), in 1954, Tokyu Bunka Kaikan, which housed the popular Gotoh Planetarium in 1956, SHIBUYA109 in 1979, and Bunkamura, which consists of an art museum, theater, and concert hall, in 1989.

Shibuya's urban challenges

The area around Shibuya Station is divided into north, south, east and west by JR lines and National Route 246, and the station premises have become complicated due to relocations, expansions and renovations by each railway company. Furthermore, these station facilities and station buildings are also aging, and in preparation for natural disasters such as large-scale earthquakes, there is a need to construct new buildings with high earthquake resistance and disaster prevention functions such as temporary accommodation facilities for people who are unable to return home. In addition, the bowl-shaped topography has made it difficult to get around, which has been a long-standing issue, and there is also the problem that the basement of the station is prone to flooding and inundation in the event of flooding such as torrential rains caused by climate change, so there is a need to further strengthen resilience to natural disasters.

The Toyoko Line's Shibuya Station will be placed underground, direct service with the Fukutoshin Line will begin, and Shibuya Hikarie will open

In order to overcome the fragility of the infrastructure and create a comfortable town, not only our group but also companies such as Tokyu Tokyu Land Corporation Holdings, JR East, Tokyo Metro, and the Urban Renaissance Agency (UR) are working together with the national government, Tokyo Metropolitan Government, Shibuya Ward, and other public and private sectors to redevelop the area. The trigger for the large-scale development of Shibuya was the start of discussions in 2000 on mutual direct operation between the Tokyo Metro Fukutoshin Line and the Toyoko Line. In 2013, the Toyoko Line's Shibuya Station will be converted to underground service, and the line will begin direct service with Seibu Railway and Tobu Railway via the Fukutoshin Line. In addition to forming a major railway network stretching from Kanagawa Prefecture to Saitama Prefecture, it was connected to Shibuya Hikarie, which was built on the former site of Tokyu Bunka Kaikan in 2012, on the 4th basement floor, and access to the ground level was improved through the "urban core". Shibuya Hikarie inherits the DNA of Tokyu Bunka Kaikan, which has continued to propose lifestyles that are ahead of the times, and has become a new cultural hub with cultural facilities such as shopping areas and office theaters.

Development of the former Toyoko Line Shibuya Station, the former railway site and surrounding areas, Shibuya Stream, and Shibuya Scramble Square

With the Toyoko Line going underground, Shibuya Station and the above-ground section between Shibuya and Daikanyama were removed, and development of the site progressed one after another. In 2015, Log Road Daikanyama, a commercial space with a walkway unique to the former railway site, opened near Daikanyama Station. In 2018, Shibuya Bridge, which features a nursery school, hotel, shops, offices, and more, connecting different generations and cultures, was opened. In order to preserve the memory of the old Toyoko Line Shibuya Station, Shibuya Stream was opened, reusing the viaduct as a deck and adopting the station's iconic kamaboko roof in its design, and incorporating offices, hotels, commercial zones, and an event hall. Shibuya Stream faces the Shibuya River, which was regenerated by a "wall fountain" that uses water from the revived clear stream under public-private collaboration. Through public-private collaboration, a plaza and a promenade along the Shibuya River, Shibuya River Street, were developed, providing a distinctive and attractive urban environment. Shibuya Stream also has an urban core that directly connects to Shibuya Station underground and above ground, improving vertical movement.

Then, in 2019, Shibuya Scramble Square Phase I (East Tower) opened. The development of the urban core connected to Shibuya Station has improved mobility. Shibuya Scramble Square and Miyamasuzaka will be connected at the 4th floor level as well as the 2nd floor pedestrian deck, making it easier to move around. Phase I (East Tower) is the tallest building in Shibuya with 47 floors above ground, and the rooftop observation facility "SHIBUYA SKY" located at a height of about 230m has become a new tourist attraction in the international city of Shibuya. Phase II is scheduled to open in 2027, with the central tower directly above the current JR Shibuya Station and the west tower planned around the former site of Tokyu Department Store Co., Ltd. Toyoko Branch. When Phase II is completed, the commercial facility area of the entire Shibuya Scramble Square will be about 70,000 m2, creating a vast commercial area.

In addition, as part of the Shibuya Station Block Land Readjustment Project, which was carried out in conjunction with the construction of Shibuya Scramble Square, our company and the Urban Renaissance Agency, which are joint developers, have been working on the construction of a rainwater storage facility at the east exit of Shibuya Station in preparation for the torrential rains that have been increasing in recent years. Towards the future of Shibuya: Greater SHIBUYA 2.0 and future developments

In July 2021, Tokyu Land and Tokyu Land Corporation Corporation announced the Shibuya urban development strategy "Greater SHIBUYA 2.0" with the aim of creating a sustainable city by providing social value unique to Tokyu Group in the area Urban and community development Shibuya Station and the greater Shibuya area. In addition to further strengthening the "Entertainment City SHIBUYA" and "Greater Shibuya Concept" that have been promoted so far, we aim to realize "Shibuya-style urban life" where people can experience "the way they live" and "the richness of harmony between people, nature, and society" by fusing the three elements of "work," "play," and "living" and organically connecting them with the foundations of "digital" and "sustainability."

Future projects include Shibuya Scramble Square Phase II (Central Tower and West Tower), scheduled to open in FY2027; Shibuya AXSH (scheduled to open in the first half of FY2024), adjacent to Shibuya Hikarie, which aims to create new excitement in the east exit area of Shibuya Station; and the Shibuya Upper West Project (scheduled for completion in FY2027), which will provide visitors with a lush green space to relax and unwind amid the hustle and bustle of the city. We will utilize the urban development Urban and community development and initiative that our group has cultivated over many years in Shibuya to promote each project. Please look forward to the Shibuya redevelopment, which will balance business growth and solving social issues through Urban and community development.

Our group's Urban and community development began with the development of Denenchofu and Senzoku, which was undertaken by Denen Toshi Co., Ltd., the company's Urban and community development. Denenchofu Co., Ltd.'s urban development was not simply residential land development, but was aimed at resolving social issues caused by population concentration in the city center by proposing life in the green suburbs. In the subsequent development of Tokyu the Tama Den-en-toshi area, we also faced the social issues of the city and promoted urban Urban and community development by taking advantage of the strengths we have cultivated throughout our history, such as "trust and collaboration know-how built along the railway line," "urban and community development want to continue Urban and community development by integrating transportation, development, and life service," and "plan-based development with a long-term perspective."

Futako Tamagawa Rise: A mixed-use development that brings work and home closer together

For cities to develop sustainably, it is essential to respond to the diversification of values and lifestyles and realize an urban structure that is connected with unique and attractive towns that attract people. To achieve this, it is important to maximize the unique resources of each city and town to increase its appeal, while at the same time providing a "work, live, play" function and creating a situation in which the economy generated in the region circulates within the region.

Futako Tamagawa Rise is a redevelopment project based on the concept of "creating a town in Urban and community development with the rich natural environment of water, greenery and light, and aiming to become the most desirable town in Japan to work in," around Futako Tamagawa Station on the Denentoshi Line and Oimachi Line. As a place to work, it has attracted large-scale offices, increasing the number of employed people in the town by about 10,000, while as a place to visit, it has introduced the Futako Tamagawa Rise Shopping Center, which has its first stores in Japan and the first cinema complex in Tokyu Land Corporation Ward equipped with the latest facilities, and as a place to live, it has constructed five buildings (1,033 units) centered around the 42-story Tower East Building in collaboration with Tokyu Real Estate, creating a high-density, compact, multi-functional city that brings together commercial, office, public facilities and housing, and provides a place for both work, living and play. In addition, energy-saving equipment and renewable energy are used in the area's buildings, roads, and other infrastructure facilities, and efforts are being made to reduce energy and CO2 emissions. These efforts were recognized, and in 2015 the area became the first in the world to receive gold certification from the international environmental certification system "LEED ND (Neighborhood development category)". Futako Tamagawa Rise is also contributing to the creation of a biological network that makes use of the natural environment, such as the Tama River. Minami-Machida Grandberry Park: a joint public-private project that combines a station, a commercial facility, and a park

Minami-Machida Grandberry Park is a redeveloped town with the concept of "the whole town becoming a park," and in cooperation with Machida City, a pedestrian network has been developed that seamlessly connects the station to commercial facilities, parks, and surrounding areas, aiming to blend nature with activity. Minami Machida Station on the Denentoshi Line has been renovated into an open station space that blends in with the adjacent commercial facility, Grandberry park, and Tsuruma Park, and escalators and platform screen doors have been installed to improve safety and convenience. The station has also been renamed Minami-Machida Grandberry Park Station and is now an express stop.

In addition, the station has been recognized for its efforts to consider the environment and climate change, such as the efficient reuse of rainwater within the station premises and landscape design that makes use of green infrastructure, and has received gold certification from the international environmental certification systems "LEED NC (New Construction Category)" and "LEED ND (Urban and community development Category)." This is the first time in Japan that a station building has received gold certification, and the first time that a development area that includes a station building has received gold certification. "Nexus Concept"

In the Tama Den-en-toshi area area, we have set up the "Nexus Concept," a new urban development Urban and community development that will be initiated by the people. "Nexus" means connection or linkage, and through collaboration with companies and the government, we will work to build a circular community and local network and realize a free and rich life for each and every resident. This concept positions the Tama Rural City in the suburbs along the Tokyu Line as the nexus concept area, and aims to evolve into a “town that makes you want to walk” where living, learning, working, and playing are integrated with nature and agriculture.

As the first step of this initiative, we opened "Nexus Challenge Park Hayano" in April 2022, which will serve as a base for conducting various demonstration experiments.

Going forward, we will further define sustainability themes such as energy, resource circulation, mobility, wellness, education, and agriculture and food, and will gradually develop demonstration experiments and commercialization.

Creating value through public real estate

In collaboration with national and local governments, we are working to create value for the real estate and the area, as well as social value, through businesses that utilize public real estate such as parks.

Shibukita Partners, of which we are the representative company, became the designated manager of Shibuya Ward's first Park-PFI project, Shibuya Ward Kitaya Park, and opened the park and cafe in April 2021. Previously, Chatan Park was mainly used for parking bicycles and motorcycles and for short breaks, but in the future, we will maintain and manage the planting and park facilities to provide Safety & Security park environment as a place for daily relaxation, as well as provide total management including public space management such as disseminating information about the park and planning and attracting events.

In addition, our company, Tokyu Land Corporation, Ishikatsu Exterior, and Tokyu Community have been selected as the approved plan submitters for the Park-PFI project "Yoyogi Park Development, Management and Operation Project" implemented by the Tokyo Metropolitan Government, and demolition work on the existing buildings began in May 2022. Taking into account the location characteristics of Yoyogi Park, which is brimming with greenery, and adjacent to Shibuya and Harajuku, where various movements have been born in the past, we aim to create a park where visitors can shine as themselves by providing green spaces for relaxation and activities, as well as a variety of stages where visitors can influence each other and stimulate their sensibilities. The park is scheduled to open to the public in spring 2024.

In these Park-PFI projects, we will utilize our urban and community development development know-how to construct, maintain, and operate public facilities through consortiums, as well as lease part of the site and operate a real estate rental business integrated with the park, thereby contributing to the efficient and effective development and operation of social infrastructure.

In addition to the Park-PFI project, our company is promoting Urban and community development that is in harmony with the environment through public-private partnerships, and the development of public spaces surrounded by greenery such as parks is an important element of sustainable Urban and community development, and these two projects are also linked to the comprehensive Urban and community development of the greater Shibuya area that Tokyu Group is promoting. Through public-private partnerships and ensuring access to green spaces and public spaces, we will contribute to multiple SDG targets and promote Urban and community development that combines work, living, and play.

Tokyu Garden City Ninh Duong New City, Vietnam, a city the world will love to live in

Becamex Tokyu, a joint venture established by our company and a Vietnamese company, is promoting urban development in Ninh Duong New City, Vietnam, which is Urban and community development to both people and the environment. Binh Duong New City is the capital of Binh Duong Province and is home to all the functions of a central city, including administrative functions and educational institutions. In Binh Duong New City, we are not only developing real estate such as housing and commercial facilities, but are also working on various measures to improve the appeal of the new city. In the condominium project "SORA gardens I," the development concept of "garden" is expressed through sky gardens and green walls. In the subsequent condominium project "SORA gardens II," we have developed a wide range of shared facilities for families with children and introduced a smart home system to all units. In the area development project "MIDORI PARK," 56% of the site area is green space, and streams and seasonal plantings are arranged to provide a living environment where residents can feel close to nature.

Becamex Tokyu Bus, a wholly owned subsidiary of Becamex Tokyu, operates safe and secure route buses fueled by clean natural gas in Binh Duong New City. In Vietnam, where air pollution and traffic congestion are serious issues, in order to promote a "modal shift" from motorbikes and cars to public transportation, the company is working to improve the local community's understanding of public transportation and to develop a route bus network.

In July 2023, we opened Binh Duong New City's first shopping center, "SORA gardens SC." Based on the concept of "adding more color to your life," you can enjoy retail, food, drink, and entertainment. As part of our environmental efforts, we have introduced "high-efficiency water-cooled screw chillers" and "dimmable high-efficiency LED lighting," which are expected to reduce CO2 emissions by approximately 700 tons per year. This initiative has been recognized as the use of excellent decarbonization technology and has been selected as a "equipment subsidy project under the Joint Crediting Mechanism Funding Support Project" by the Ministry of the Environment in fiscal year 2021.

Urban and community development in Binh Duong Province is being undertaken with a long-term perspective, and further development will continue in the future. In the "MIDORI PARK" area, the high-rise residential building "MIDORI PARK The GLORY" is scheduled for completion in 2024.

Making buildings safe and secure and sustainable! BCM initiatives

Pursuing Safety & Security in real estate business

Our Group regards ensuring safety as the most important management issue, and places "Safety & Security" first in Material sustainability themes, pursuing safety and the security that comes from it. In the real estate business, we ensure Safety & Security at real estate properties, and in the event of a disaster or other emergency, we act swiftly and with human life as our top priority, while promoting BCM (Business Continuity Management) to steadily restore and continue operations at properties. These efforts not only ensure the safety, security, and business continuity of individual properties, but also ultimately lead to ensuring the sustainability of the towns they serve.

Tokyu Property Management (hereinafter referred to as "TPM"), which operates and manages buildings, has established the following three business continuity policies to fulfill the company's social mission by minimizing the impact of any emergency that affects the continuity of its business, such as natural disasters such as earthquakes, storms, and floods, infectious diseases, man-made destructive activities, and other emergencies.

The various BCM initiatives based on this policy were recognized for the fact that the TPM top management is working from the perspective that "BC (business continuity) is management," that human resources with specialized BC skills are being developed, and that we have concluded agreements with other companies in the same industry in distant locations to conduct repeated training. In response, we received both the "Special Award" and the "Human Resource Development and Training Award" in the business continuity category of the BCAO Awards from the Business Continuity Advancement Organization, a non-profit organization. This is the first time that a building management company has received this award.

Promoting BCM using technology

In buildings that use this system, daily vibration data is used to consider the timing of seismic reinforcement and rebuilding, and damage estimates in the event of a disaster. In the event of a large-scale earthquake, the system automatically determines the structural stability of the building and displays the results on a monitor about 1 to 3 minutes after the earthquake shaking has subsided, thereby supporting BCP (Business Continuity Plan). In addition, in order to quickly collect and share information in the event of a disaster, Tokyu Construction, its communications Inc. have developed Dr.BC Push, which, together with the on-site capabilities of TPM, will ensure the sustainability of buildings.
