Based on Tokyu Group 's Mission Statement (We shall strive to create beautiful living environments, in which each person can pursue individual happiness in a harmonious society), this policy was established on February 1, 2016 to promote management that pursues "health," which is essential to achieving this philosophy.
We have appointed a Chief Health Officer (CHO), who is responsible for managing and promoting the health of our employees, and President will take on this role. Human Resources Division will also play a central role in promoting the initiative, and will cooperate with Tokyu Hospital in providing medical support.
Under this promotion system, we aim to maintain and improve the health of our employees and their families by implementing "mental health measures," "cancer measures," and "lifestyle and exercise measures," thereby striving to "further build peace of mind and safety" and "improve labor productivity."

As part of our efforts for our employees, we are focusing on making walking a habit. By linking three initiatives aimed at promoting walking, we are encouraging employees to make walking a habit.
Since autumn 2016, we have been encouraging our head office staff to work in a WalkBiz style, with designated intensive months being set aside for this initiative. The aim is to turn the workplace, where we spend most of our time, into an exercise environment by walking lightly on our feet, one stop away, or climbing stairs.
Every year around October, we hold a walking event in collaboration with the Tokyu Labor Union, with approximately 700 employees participating each time.
Most people participate as a part of their workplace communication group or with their family, and the event aims to encourage people to start walking and promote active communication in the workplace and at home.
Since FY2016, we have been holding a "Workplace Walking Championship" in which employees compete in steps by using a pedometer app recommended by the health insurance association. This is an attempt to foster a "health-conscious culture in the workplace," and the results are tallied and the CHO awards departments with excellent results based on evaluation of both "average number of steps" and "number of participants."
In addition to the walking competition, we also hold an athletic meet and relay race once a year in collaboration with the labor union, both of which are traditional large-scale events with over 1,000 participants each year. In addition to employees, many of the walking competitions and athletic meets also participate, promoting the enjoyment of exercise and the habit of walking as part of the health promotion of employees and their families as stated in the Health Declaration.
Starting in FY2020 we have been implementing our own initiative to prevent lifestyle-related diseases for young employees aged 39 or younger, who are under the age of eligible for specific health guidance. Subsidies are provided for gym use, training equipment, home delivery meals, and diet food purchases, while support is provided for diet, exercise, etc. through interviews and emails with public health nurses in order to improve lifestyle habits. In addition, blood sugar control classes are held for employees who do not meet the conditions but have poor blood sugar control.
The benefits of early cancer detection and treatment are important not only for the individual and their family, but also for the company, and we view this as a key measure in promoting health and productivity management.
To date, our company has taken certain cancer prevention measures for employees through regular health checkups and medical examinations at Tokyu Hospital and Health Management Center. However, to further strengthen our efforts, we are taking the following measures.
In particular, as a measure against stomach cancer, we have implemented a stomach cancer risk screening (ABC screening) that checks for Helicobacter pylori infection and the degree of gastric mucosal atrophy, and has classified and evaluated the risk of stomach cancer, helping to prevent cancer. In addition, the promotion of diversity management has led to an increase in the proportion of female employees, and in line with this, we are strengthening our measures against ovarian cancer and breast cancer.

In addition, we have implemented complete separation of smoking areas within our offices as part of our efforts to ban smoking and separate smoking areas, abolished smoking areas, and held smoking cessation seminars. In addition, we have also implemented a smoking ban during working hours since July 2019.
We not only promote the health of our employees, but also support the health of everyone living along our railway lines. We have named the area around Ookayama Station, where Tokyu Hospital is located, "Health Station Ookayama," and since 2015 have been carrying out various initiatives as a hub for promoting health, such as attaching stickers with health support messages to the stairs at the station and holding health check and walking events in collaboration with the Ookayama Campus of the Tokyo Institute of Technology. Since 2017, we have been calling for slogans to promote health from local residents under the title "Let's all make the Ookayama Healthy Stairs," and 48 of over 700 submissions have been selected and are now on display.

We believe that creating a comfortable and easy-to-work-in environment and enabling each employee to work healthily, cheerfully, and energetically without any accidents is the first step towards ensuring safety and providing heartfelt service to our customers.To that end, we provide one-stop health management for our employees, including health checkups, guidance from industrial physicians and public health nurses, and medical services at Tokyu Hospital.
Our company holds a "Safety and Health Committee" every month, which consists of industrial physicians, health managers selected by employees in each department, full-time safety and health managers, and labor union representatives, and provides a forum for sharing and discussing topics related to occupational safety and health, and health management. In addition, as a higher-level meeting body than the Safety and Health Committee, we hold a "Central Safety and Health Committee" once a year, which consists of Executive Officer in charge of safety and health and the chairman of the labor union, to report on and discuss annual efforts related to occupational safety, health, and health management, and the results are notified to employees on the intranet as appropriate.

The majority of workplace accidents are caused by human error. To prevent this, we have adopted risk assessment, which is the core of the occupational safety and health management system. We aim to prevent workplace accidents by identifying where and what risk factors exist in the workplace, formulating countermeasures, and sharing awareness of danger throughout the workplace.
We aim to achieve the physical and mental well-being of our employees. We will implement the following four basic measures.
In order to ensure the safety and health of employees in the workplace, we are proactively working on measures such as providing health checkups, health guidance from industrial physicians and public health nurses, and holding occupational health training sessions, based on the basic stance that "the company has the intention of not allowing employees to suffer health problems."
As for infection prevention measures, we place the highest priority on ensuring the safety of our customers and employees, and are taking various measures to prevent infection and the spread of infection. As a measure to prevent influenza infection, in principle, all employees are vaccinated every year. In addition, as part of our health promotion efforts, we have been holding a "Physical Fitness Walking Competition" since fiscal 2007, with many employees participating every year.
Regarding mental health measures, we have established a care system in which employees can take care of themselves, managers and supervisors can provide line care, and industrial health staff, mainly industrial physicians, can provide care. We also hold mental health training sessions for managers.
The stress check list recommended by the Ministry of Health, Labor and Welfare is used in the stress check system that became mandatory in December 2015. In addition, a separate survey is also conducted on newly hired or newly transferred employees, who are considered to be at high risk of developing mental health problems, and a follow-up system is being built in cooperation with industrial health staff and each workplace, including early intervention at the stage of distress.
Tokyu Hospital Health Management Center has a dedicated public health nurse who, together with an industrial physician, provides support for maintaining and improving the health of employees through health consultations. Depending on the content of the consultation, we will take appropriate action, such as referring the case to a medical institution or industrial physician.
Public health nurses regularly visit each workplace to receive consultations, and also accept consultations over the phone. If the issue is difficult to resolve through phone consultations alone, they respond flexibly to the needs of the person seeking advice, such as by asking for more detailed information in a meeting.
In April 2006, we opened a "Mental Health Consultation Desk" in cooperation with an external specialist institution. Consultations are conducted over the phone first, and then, if necessary, face-to-face consultations can be arranged. The cost of face-to-face consultations is borne by our company, and the person concerned only pays for their travel expenses. The content of the consultation will be kept confidential.
