Keita Gotoh, the founder of our company, said, “The first thing that separates a man from his success or failure is his health. The next is enthusiasm and sincerity. If you have physical strength, enthusiasm and sincerity, you will surely succeed.”*The idea that health is essential has been passed down from generation to generation as something valued by the company since its inception.

Health Declaration
Based on Tokyu Group 's Mission Statement (We shall strive to create beautiful living environments, in which each person can pursue individual happiness in a harmonious society), this policy was established on February 1, 2016 to promote management that pursues "health," which is essential to achieving this philosophy.
Supply Chain Occupational Safety and Health Initiative Policy
In April 2023, we revised and established the Sustainable Procurement Policy established in 2006 to "Sustainable Supply Chain Policy" (hereinafter referred to as "the Policy") covering the Company and its consolidated subsidiaries, and have been informing our suppliers of the Policy. This policy stipulates items of compliance and cooperation with respect to business activities, including compliance with laws and regulations, human rights, occupational health and safety, environmental considerations, fair trade, and appropriate information management.
In particular, the occupational health and safety policy includes "prohibition of long working hours," "workplace safety and health measures," "prevention of occupational accidents and illnesses," "industrial hygiene measures," "measures for physically demanding work," and "ensuring sanitary facilities and an appropriate workplace environment. We will inform new suppliers of this policy at the time of selection, and require their compliance and cooperation.
Occupational Safety and Health Risk Assessment
When starting a new business or new project, or when engaging in a merger or acquisition, we conduct risk assessments related to the business. In particular, when engaging in a merger or acquisition, we evaluate the labor and health and safety issues of the business. In addition, for new real estate development project sites, we conduct on-site inspections and evaluations in advance, and provide necessary guidance to construction companies to ensure the health and safety of employees and the surrounding environment, and supervise them to ensure that necessary measures are taken.
For existing businesses, we regularly reassess risk awareness and evaluate the status of risk mitigation efforts, and strive to avoid occurrence and minimize the impact if a risk does occur. We have identified "risks related to working style and securing human resources" as one of the most important risks to consolidated management, and are conducting evaluations of labor issues and safety and health at Tokyu Corporation and its consolidated companies.
In addition, since the majority of workplace accidents at our company are caused by human error, we have adopted risk assessment, which is the core of our occupational safety and health management system, to prevent these. We aim to prevent workplace accidents by identifying where and what risk factors exist in the workplace, formulating countermeasures, and sharing awareness of danger throughout the workplace.
Statement on Global Health Responses
As a company with multiple overseas bases, we recognize the importance of responding to global health issues such as the world's three major infectious diseases (tuberculosis, malaria, and HIV/AIDS), and are taking appropriate measures.
For employees who go on overseas business trips or are posted overseas and their families, we provide information on infectious diseases, vaccinations (in some areas) and local medical support, regular health checkups (including upon returning to Japan), and regular stress checks for employees.
Health and Safety Impact Reduction Policy (Continuous Improvement and Incident Reduction Targets)
We believe that the first step to ensuring safety and providing thoughtful service to our customers is to create a comfortable and easy-to-work working environment to reduce the impact on health and safety, and to ensure that each employee can work healthily, cheerfully, and energetically without any accidents.To that end, we provide one-stop health management for employees, including health checkups, guidance from industrial physicians and public health nurses, and medical services at Tokyu Hospital.
In addition, with the aim of achieving the physical and mental well-being of our employees, we have set four basic policies: "mental health measures," "cancer measures," "lifestyle-related disease and exercise measures," and "work-life balance," and we will continue to work to reduce the number of industrial accidents and the number of days off work. We have also established "health management goals."
Promotion system
We have appointed a Chief Health Officer (CHO), who is responsible for managing and promoting the health of our employees, and President will take on this role. Human Resources Division will also play a central role in promoting the initiative, and will cooperate with Tokyu Hospital in providing medical support.
Under this promotion system, we aim to maintain and improve the health of our employees and their families by implementing "mental health measures," "cancer measures," and "lifestyle and exercise measures," thereby striving to "further build peace of mind and safety" and "improve labor productivity."

Discussions with trade unions regarding health and occupational safety
Tokyu Corporation and Tokyu Railways are working with the Tokyu Labor Union on various initiatives to maintain and improve working conditions for employees, create a comfortable working environment, and promote the development of the company.
In consultations between labor and management, topics related to working conditions and working styles are discussed on an equal footing in accordance with the principle of good faith. Healthy labor-management relations are maintained by having labor and management respect each other's positions and deepening mutual understanding through dialogue.

In addition, the "Safety and Health Committee," which is comprised of industrial physicians, health managers selected by employees in each department, full-time safety and health managers, and labor union representatives, meets monthly to provide a forum for sharing and discussing topics related to occupational safety and health, as well as health and productivity management. In addition, the "Central Safety and Health Committee," which is comprised of the safety and health officer and labor union chairperson, meets once a year as a higher-level meeting body for the Safety and Health Committee. This committee reports and discusses annual efforts related to occupational safety and health, as well as health and productivity management, and disseminates the results to employees via the intranet as appropriate.

Main Initiatives
Making walking a habit
As part of our efforts for our employees, we are focusing on making walking a habit. By linking three initiatives aimed at promoting walking, we are encouraging employees to make walking a habit.
1) Promoting WalkBiz
Since autumn 2016, we have been encouraging our head office staff to work in a WalkBiz style, with designated intensive months being set aside for this initiative. The aim is to turn the workplace, where we spend most of our time, into an exercise environment by walking lightly on our feet, one stop away, or climbing stairs.
②Holding a walking event
Every year around October, we hold a walking event in collaboration with the Tokyu Labor Union, with approximately 700 employees participating each time.
Most people participate as a part of their workplace communication group or with their family, and the event aims to encourage people to start walking and promote active communication in the workplace and at home.
3) Holding a workplace walking championship
Since FY2016, we have been holding a "Workplace Walking Championship" in which employees compete in steps by using a pedometer app recommended by the health insurance association. This is an attempt to foster a "health-conscious culture in the workplace," and the results are tallied and the CHO awards departments with excellent results based on evaluation of both "average number of steps" and "number of participants."
Year-round athletic events
In addition to the walking competition, we also hold an athletic meet and relay race once a year in collaboration with the labor union, both of which are traditional large-scale events with over 1,000 participants each year. In addition to employees, many of the walking competitions and athletic meets also participate, promoting the enjoyment of exercise and the habit of walking as part of the health promotion of employees and their families as stated in the Health Declaration.
Preventive measures against lifestyle-related diseases among young employees
Starting in FY2020 we have been implementing our own initiative to prevent lifestyle-related diseases for young employees aged 39 or younger, who are under the age of eligible for specific health guidance. Subsidies are provided for gym use, training equipment, home delivery meals, and diet food purchases, while support is provided for diet, exercise, etc. through interviews and emails with public health nurses in order to improve lifestyle habits. In addition, blood sugar control classes are held for employees who do not meet the conditions but have poor blood sugar control.
Cancer prevention
The benefits of early cancer detection and treatment are important not only for the individual and their family, but also for the company, and we view this as a key measure in promoting health and productivity management.
To date, our company has taken certain cancer prevention measures for employees through regular health checkups and medical examinations at Tokyu Hospital and Health Management Center. However, to further strengthen our efforts, we are taking the following measures.
In particular, as a measure against stomach cancer, we have implemented a stomach cancer risk screening (ABC screening) that checks for Helicobacter pylori infection and the degree of gastric mucosal atrophy, and has classified and evaluated the risk of stomach cancer, helping to prevent cancer. In addition, the promotion of diversity management has led to an increase in the proportion of female employees, and in line with this, we are strengthening our measures against ovarian cancer and breast cancer.

In addition, we have implemented complete separation of smoking areas within our offices as part of our efforts to ban smoking and separate smoking areas, abolished smoking areas, and held smoking cessation seminars. In addition, we have also implemented a smoking ban during working hours since July 2019.
"Health Station Ookayama"
Our company not only promotes the health of our employees, but also supports the health of everyone living along our railway lines. We have named the area around Ookayama Station, where Tokyu Hospital is located, "Health Station Ookayama," and since 2015 have been placing stickers with health support messages on the stairs of the station as a hub for promoting health. These messages were created under the title "Let's all make the Ookayama Healthy Stairs," in which we solicited slogans for health promotion from local residents and have been posting the works.
In addition, we will launch the "Tokyu Hospital Channel" in October 2023, and will regularly distribute videos containing health information that will be useful for health and daily life, not only to people living in the Ookayama area but to the wider public.

Global Health Prevention and Control Programs
The three major global infectious diseases, including the COVID-19 virus that has spread globally since 2020, are mainly prevalent in low- and middle-income countries, adversely affecting the development and growth of these regions, and we recognize the importance of addressing global health issues. Although these three major infectious diseases are not major health issues in Japan compared to other countries, we provide information about infectious diseases, vaccinations *1, and local medical support *2 to employees and their families who are assigned or on long-term business trips overseas. In response to dengue fever, which is transmitted by mosquitoes like malaria, we are raising awareness of basic measures to prevent mosquito bites in daily life.

Our company holds a "Safety and Health Committee" every month, which consists of industrial physicians, health managers selected by employees in each department, full-time safety and health managers, and labor union representatives, and provides a forum for sharing and discussing topics related to occupational safety and health, and health management. In addition, as a higher-level meeting body than the Safety and Health Committee, we hold a "Central Safety and Health Committee" once a year, which consists of Executive Officer in charge of safety and health and the chairman of the labor union, to report on and discuss annual efforts related to occupational safety, health, and health management, and the results are notified to employees on the intranet as appropriate.

Health checkups and infection prevention
In order to ensure the safety and health of employees in the workplace, we are proactively working on measures such as providing health checkups, health guidance from industrial physicians and public health nurses, and holding occupational health training sessions, based on the basic stance that "the company has the intention of not allowing employees to suffer health problems."
As for infection prevention measures, we place the highest priority on ensuring the safety of our customers and employees, and are taking various measures to prevent infection and the spread of infection. As a measure to prevent influenza infection, in principle, all employees are vaccinated every year. In addition, as part of our health promotion efforts, we have been holding a "Physical Fitness Walking Competition" since fiscal 2007, with many employees participating every year.
Regarding mental health measures, we have established a care system in which employees can take care of themselves, managers and supervisors can provide line care, and industrial health staff, mainly industrial physicians, can provide care. We also hold mental health training sessions for managers.
The stress check list recommended by the Ministry of Health, Labor and Welfare is used in the stress check system that became mandatory in December 2015. In addition, a separate survey is also conducted on newly hired or newly transferred employees, who are considered to be at high risk of developing mental health problems, and a follow-up system is being built in cooperation with industrial health staff and each workplace, including early intervention at the stage of distress.
Health consultation by a public health nurse
Tokyu Hospital Health Management Center has a dedicated public health nurse who, together with an industrial physician, provides support for maintaining and improving the health of employees through health consultations. Depending on the content of the consultation, we will take appropriate action, such as referring the case to a medical institution or industrial physician.
Public health nurses regularly visit each workplace to receive consultations, and also accept consultations over the phone. If the issue is difficult to resolve through phone consultations alone, they respond flexibly to the needs of the person seeking advice, such as by asking for more detailed information in a meeting.
Internal and external mental health consultation services
In April 2006, we opened a "Mental Health Consultation Desk" in cooperation with an external specialist institution. Consultations are conducted over the phone first, and then, if necessary, face-to-face consultations can be arranged. The cost of face-to-face consultations is borne by our company, and the person concerned only pays for their travel expenses. The content of the consultation will be kept confidential.
In addition, to ensure that contact details are easily accessible, the telephone numbers of internal and external offices are listed in the handbook distributed to all employees.
